I ran into a similar problem last week. After some troubleshooting I determined it was caused by a unique combination of Windows98SE, IE6 SP1, and MDAC 2.8 (Microsoft Data Access Components.) Windows2000 and XP machines had no problems. Win98SE with the original IE6 (no SP1) had no problems. Win98SE and IE6 SP1 will work fine with earlier versions of MDAC (2.6, 2.7, etc.)
BTW, you can rollback your MDAC version by running the command "dasetup.exe /u" at the C:\Program Files\Common Files\Microsoft Shared\dasetup\ command prompt.
